Given: A two-story dwelling with a portion of the dwelling being one story or a one story addition to a two-story dwelling; does the code require ventilation of the one-story attic space? Does the code require access to the attic space?

This is a qualified yes since there are exceptions to access of small attics and attics with limited headroom in section 807.

"ATTIC. The unfinished space between the ceiling joists of the top story and the roof rafters."

I think it is a trick question.
