Handrail Safety Terminals

R311.5.6.2 of the 2006 IRC states: “Handrail ends shall be returned or shall terminate in newel posts or safety terminals."

Is this a photo of a “safety terminal”?
Would you accept this handrail in new construction?

No. The reason for the return or proper termination prevents clothing from catching on the handrail causing the person to loose their ballance and possibly causing a fall. The termination shown could easily catch a pocket. Even falling up the stairs can cause injuries.

I would say this handrail complies with the intent.
It is secured well to the wall and has a candy cane loop for the safety terminal end. Cloths should not get caught with this type of terminal. Now if the end did not have the loop on it and it was just a straight cutoff, then I would say this does not qualify.

My two cents here, any discussion??
