Storm shelter design IBC 1604

I have had a couple solar panel installations on existing government buildings like the local elementary school. The structural engineer uses a risk category III per IBC 1604.5 to see that the existing roof will handle the load combinations. My questions are:

Does anyone have a school or community center that they know has been designated a storm shelter thus changing the load combinations to a risk category IV?

Who designates a storm shelter?

Is there a universal symbol for a storm shelter?
