Testable Backflow Devices

Anybody have a plan and tracking the testing? Do you plan on all devices or apply to new installation only (other than RPZ's)

Does the State have a plan? Or is it up to each municipality to have a different procedure from their neighboring communities?
Does the State have suggestions? Forms? Procedures?
What about IAPMO? Is there established criteria to enforce this (new to us) requirement?
What have other adoptive agencies (other states) done with this rule?
What was the reasoning to include it into 4714? Was there consideration to amend it out?

So many questions - so little discussion.

4714.0101, scope, new installations, alterations, etc.

We are going to incorporate the testable devices (PVB's, DCVA's) into our current RPZ database on new installations or replacements, and we will send annual letters just as we've done with the rpz requirement. In my opinion, it does not require to go back and test all devices that were installed under a previous code. When other code changes occurred, we do not go back and have all current installations meet the new code, so why would we have all current testable devices tested?
