Question of the Day - #104 Who is to blame?

1300.0120, subpart 14, states in part, “The person, firm, or organization securing the permit is responsible for code compliance for the work performed.” This is new text in the code. What does this mean? If a homeowner hires a contractor and the contractor moves to Honduras in the middle of a project and leaves a plethora of code violations, are the violation just ignored? Can you hear a homeowner saying that they aren’t responsible for making any corrections and pointing at this rule and blaming you because you issued the permit?
