Smoke detectors and window replacement permits

Who out there is requiring that smoke detectors be installed when issuing a permit to replace windows?
I have had a couple contractors come in and say that it's required.

Shoreview does. Carbon Monoxide when more than 50% of windows replaced

Hugo requires code compliant smokes and statute required CO alarms for fenestration replacements that require interior dwelling access. Interpreted from MN ammended R313.2.1.

Required in Arden Hills, advise on CO2. A shorter list might be those Cities that don't require it.
Is everyone ensuring that the windows are .35 or better, per the new energy code?
.48's are not permitted any longer.
