Property water drainage

Can anyone direct me to language stating you can not drain runoff water to neighboring properties. Do the codes include any of this language or would that be city ordinance?

Drainage across property lines is addressed in the IBC in Appendix J, Section J109.4. "Drainage across property lines shall not exceed that which existed prior to grading. Excess or concentrated drainage shall be contained on site or directed to an approved drainage facility. Erosion of the ground in the area of discharge shall be prevented by installation of nonerosive down drains or other devices."

The IBC appendices must be specifically adopted by your jurisdiction in order to be applicable. Otherwise, you will need to look to your local ordinances for enforcing language.
